Japan's minimum wage will average 1,176 yen nationwide in fiscal 2026, up 55 yen or 4.9% from 2025, with every prefecture now above 1,000 yen. For a part-timer working 30 hours a week, those 55 yen add roughly 86,000 yen to annual labour cost per person.
The five-year run tells the story: up 3.1% in 2021, 3.3% in 2022, 4.5% in 2023, 5.1% in 2024 and 6.3% in 2025. This year's 4.9% is the first slowdown — still high, but 1.4 points below last year, which reads as concern about employment effects. The government's 1,500 yen target remains 27.6% away.
The signal worth watching sits in job data, not wage data. Unemployment has drifted down since 2021, but the effective jobs-to-applicants ratio rose through 2023 and then fell in both 2024 and 2025, with 2026 tracking below last year. Employers under cost pressure stop hiring before they start firing.
This wage cycle also coincides with a 1.0% policy rate and import costs inflated by a yen near 158. Labour, capital and materials are all rising at once, and small firms have the least room to pass it on.
