1,090,200 Japanese travellers went abroad in June, up 3.4% year on year. Measured against 2019 the picture changes: June 2019 saw 1,520,993 departures, so the current figure is 71.7% of that, a shortfall of 431,000. First-half departures of 6,944,600 were up 5.1% and represent 72.8% of the 9,542,332 recorded in H1 2019.
Inbound arrivals in the same half-year stood at 126.8% of 2019. Outbound is stuck at 72.8%. The same exchange rate pushes the two directions opposite ways: a cheap yen brings foreigners in and keeps Japanese at home. The June ratio makes it visible at 3,148,600 arrivals against 1,090,200 departures, 2.89 to 1, compared with 1.89 to 1 in June 2019.
Two implications for Taiwan. First, the pool of Japanese outbound travellers has not returned, so destinations competing for Japanese visitors are competing in a smaller market than before the pandemic. Second, demand that stays home supports Japanese domestic lodging, rail and regional tourism, which points the other way for anyone holding Japanese tourism equities or hospitality assets.
Seasonality matters: August is the peak month for Japanese departures, at 1,648,279 in 2025, and June is comparatively quiet. But full-year 2025 departures at 73.4% of 2019 sit close to June's 71.7%, so the seasonal effect does not change the conclusion.
