Japan's Ministry of Land, Infrastructure, Transport and Tourism released an expert panel report on 7 August recommending that the range of land acquisitions requiring notification be widened. The panel, set up in March 2026, calls for stronger early information gathering under the National Land Use Planning Act, continuous monitoring of how land is used, and supervision that runs from the transaction stage through to actual use. Context explains the significance. Notification currently applies after contract only above set sizes: 2,000 square metres in urbanisation promotion areas, 5,000 in other city planning areas, and 10,000 outside them. Most residential deals never appear on the radar, since the land share of a single condominium unit sits far below any threshold. A separate 2021 law covers land near defence facilities and border islands. This proposal tightens the general net rather than targeting foreign buyers, and Japan still places no nationality restriction on property purchases.
Owners of a single condominium unit are effectively unaffected. The buyers who should pay attention are those acquiring whole buildings for lodging businesses, regional houses together with surrounding land, and forest or suburban plots for solar or camping ventures.
